2 dogs found wrapped with duct tape, plastic wrap in a hot car

ST. LOUIS (KSDK) – A woman from Saint-Louis called authorities after finding two dogs locked in a hot car. She later discovered that the dogs were wrapped in what appeared to be plastic wrap secured with duct tape.

Rachele Bishop recorded video of a woman who she said kept two dogs tied up with duct tape in her car in a Planet Fitness parking lot, allegedly for at least 40 minutes. She called the St. Louis Police Department, who dispatched firefighters to the scene.

Firefighters found the car’s sunroof open with two dogs inside which they described as “wrapped in plastic.” One was stuck under a stroller and blanket, and the other under the front seat.

According to police, according to their 911 notes, animal regulations investigated the incident and determined that no crime had been committed.

Melanie Wade, who owns a dog grooming and rescuing business, saw the video posted to one of her animal-related Facebook groups.

“They were taped – their front paws stuck to their bodies, their backs stuck together, their back paws stuck to them, their muzzle stuck on one dog and the other dog had a muzzle,” Wade said.

She thinks the incident should be treated as a crime.

“It’s a crime, and if you don’t think so, let someone tape you to your face, legs and hands and put you under the seat of a car for 45 minutes in the heat of St. Louis in the summer, “she said.

Bishop said in an animal control statement that the owner of the dogs claimed she taped them because otherwise they would chew and bark. The animal control supervisor spoke to the woman at the scene and eventually let her go with the dogs.
